I recently may have put my self at risk over the weekend. I was sexual active with a stripper and was rubbing her vigina and by mistake touched my penis am I at risk from HIV? no fluids involved.

If I understand correctly, you were involved with a stripper - did not have penetrative sex but during the course of masturbating her may have touched your own penis? If that is the case you will be fine - you will not have been exposed to HIV.

Yes thats correct I touched my penis at the top (uretha) but there was no fluids on my hand.
